This report stems from a multi-year effort, synthesizing insights and expertise from some 50 chief technology officers spanning business, academia, and national research institutions and laboratories. It presents a clear, actionable roadmap—10 bold recommendations—to accelerate innovation, bolster our national defense, and enhance our global competitiveness.
