Eve Lieberman was appointed by the Governor to serve as the Executive Director of the Colorado Office of Economic Development and International Trade (OEDIT) in January 2023. She works alongside OEDIT staff across eleven divisions and in collaboration with economic development partners across the state to promote economic growth and long-term job creation through funding and financial programs, training, consulting and informational resources across industries and regions. Under Eve’s leadership, OEDIT updated its mission to “empower all to thrive in Colorado’s economy,” advancing the state’s commitment to building an economy that works for everyone.”
As Executive Director, Eve has championed economic competitiveness programs that ensure businesses of all sizes have access to capital and robust talent pipelines that train Colorado’s workforce in in-demand skills. Under her leadership, Opportunity Now Colorado is training 20,000 Colorado workers in new skills so they can access good-paying jobs that support families. She has also led OEDIT staff to implement programs to increase the state’s supply of affordable and attainable housing so Coloradans can live in communities they love and close to their jobs.
Together with OEDIT staff, Eve has developed and advanced strategic partnerships with higher education, private industry, startup incubators, and state and federal agencies to secure once-in-a-generation federal funding opportunities and grow Colorado’s advanced industries. In addition to securing federal CHIPS funding for the state’s semiconductor industry, these efforts were instrumental to the designation and funding of the Elevate Quantum Tech Hub and the selection of the Colorado-Wyoming Climate Resilience Engine for federal funding—both coalitions headquartered in Colorado and projected to create 32,000 jobs.
Throughout this work, Eve remains committed to building a Colorado for all. Colorado is among the first states to implement a model of economic development planning that incorporates regional goals and outcomes into statewide strategies. This work has included the development and implementation of regional economic development plans, with special emphasis on supporting rural communities and regions transitioning their economies from coal production.
Prior to OEDIT, Eve served as the Chief Policy Advisor and Legislative Counsel for Governor Jared Polis for all four years of his first term. She managed the legislative, policy and federal affairs teams and oversaw many successful initiatives, including the passage of Free Full Day Kindergarten, implementation of universal preschool, historic investments in transportation and economic recovery programs.
Eve also served over ten years on Capitol Hill, working as Chief of Staff for then-Congressman Polis who represented the 2nd Colorado Congressional District in the U.S. House of Representatives. Eve also served on the Rules Committee in her capacity working for another senior member of Congress. Eve earned her undergraduate degree from the University of Michigan and attended law school at the George Washington University Law School, completing her Juris Doctorate in 2011. During her time in law school, Eve served as a Law Clerk for the US Attorney’s Office for the District of Columbia, for a DC Superior Court Judge, the House Judiciary Committee and the US Department of Justice. Eve lives in Denver with her husband and two children.
