
Dr. Joshua Baron is Deputy Chief Strategy Officer in the Office of the Under Secretary of War for Research and Engineering (R&E). He advises the Under Secretary and other Department and Government senior leaders on quantum computation policy as well as on other strategic technology matters.
Previously, Baron was Director for Technology and National Security for 19 months in the Trump and Biden White House National Security Councils. There, he advised White House leadership and wrote Presidential policy documents on critical and emerging technology policy, including for quantum, AI, cyber and microelectronics.
Prior to NSC, Baron spent six years as a program manager in DARPA’s Information Innovation Office (I2O). He developed and executed programs that programs developed breakthrough capabilities in AI, cryptography, network sensing, and software development and engineering. Baron was awarded the DARPA Superior Service Medal for his achievements at the agency.
Before DARPA, Baron was an Information Scientist at the RAND Corporation, where he conducted cyberspace operations and cybersecurity policy analysis for the Department of Defense. Baron holds a PhD and MA in mathematics from the University of California, Los Angeles, and a BA in mathematics from the University of California, Berkeley. Baron’s doctoral work was in cryptography. He is an inventor on 15 patents.
